Heard they salted and missed streets, like Lumpkin North of Caniff, for the 4th time. They never should have been awarded the contract in the first place because they didn't meet the bid requirements on company longevity, and they didn't even bid on salting.

what's the wisdom behind plowing less than 2 inches of snow. most cities do it when the sonw reaches 2" why would our city do it for less than that and get charged more than $10,000 for it.

What is the connection between Platinum Landscaping and Council member Cathy Gordon? Why is she so determined to pull the snow contract for the contract she approved? Does that make any sense? And isn't it a conflict of interest that Cathy Gordon is seen all over town with the owners of Platinum Landscaping? Maybe Channel 7 investigator Steve Wilson should be called.

I was up at 6 this morning went out and saw 5 trucks salting and plowing. Most of the major streets were already melted down to the pavement. Mackay, Fleming, Lumpkin, Gallagher, Casmere, Commor, Holbrook. The most outrageous thing the city did is get rid of the DPW. They had 8 trucks, 4 less than a year old. We never had a problem with snow removal, they even plowed sidewalks with a small tractor and a brush.

Not necessarily. First of all, where would the huge capital outlay come from?

Purchasing, maintaining, and insuring trucks is expensive. So are additional employees and benefits.

Having the DPW do the work doesn't seem feasible at this point.

Yes the city actually got rid of the DPW. The emergency manager made the suggestion. The council had to vote to get rid of the DPW. Than it was suggested by the emergency manager to keep the equipment for 1 year, to make sure this was going to work. But Mayor Gzych sold the equipment within 3 weeks. At this time it is not feasible to have a DPW again, because of the start up costs. But after this was all done, a study was done and shown on paper that the city actually saved 1.7 million a year by having a DPW. Yes the insurance and maintenance of everything is expensive, but when you hire independent contractors to do city work, they can charge as much as they want for overtime to complete the work, such as garbage, snow removal, street repair, its a clause in all contracts. This is where over runs become a problem. When the city manages the DPW they can control it. Indepenant is doing the plowing now. They have 10 days before they can be removed. Then they will probably sue the city, I'm guessing for over a million dollars and win.

It works for a couple years. That article was from the early 90's. Ecorse has actually filed for bankruptcy 2 years again. Ecorse is a ghost town. 85 percent of it's businesses are shuttered now. All of the public services, garbage, snow removal, etc. are done by the county now, and the county collects all the tax money for payment. All of the studies done, all over the country prove it does not work in the long term. It works for the first 2 years, because there is a quick surplus of cash. If it works so well, why is Hamtramck in such a condition it is in? Why do we have more vacant stores now than any other time in our city? Why is the city so broke? Why is the city so dirty? I was born and raised in his city, it's still my home, I have never seen it in this condition.

There is no evidence that they did not fulfill there contract. No pictures, no formal complaints from anyone, 2 different stories from 2 different city officials. City contracts are very , very specific, have you ever read one? The only possible way they can discharge the contract is if the company did not show up for a period of 90 days. Thats it. They showed up everytime, missed a couple streets, thats it. You can't void a contract over this. P.S. These problems in Hamtramck started over 5 years ago, long before the country and Michigan were having any problems.

I'm not convinced privatization is/was the answer. There's no silver bullet to making sure the job's done properly, whatever it is.

Guest, thanks for adding details of the EFM/Council happenings during that period, that was before my time here.

By saying we don't have the $800k for a capital outlay, I'm not saying it's necessarily a bad idea. Just that it's not feasible at this moment.

If it could be shown, on paper, that we'd realize some cost benefit and not fall into some crazy union overtime racket, I'd likely support our DPW doing the work. Though in it's current state, I don't have a ton of faith in the efficiency of our DPW.

Your correct Steven in our current state it wouldn't work, but at that time it worked fine. We really do not have a DPW at this time. 4 men thats it. Impossible to run a city. And actually there was very little overtime. The men knew the city was in a financial crunch and usually how it worked, if certain men had to work a Saturday, they would just get Monday off. Or if they worked till 6 at night, they came in a little later. It all came out even with very little overtime. And it worked fine. At the end of the year , overtime wasn't even 5% of the budget problem.

Tim: The timeline in Hamtramck doesn't match the downturn in the state. While the rest of the state is loosing population, we are gaining. 10 years ago, the city council, EFM, and mayor collectively trashed our bond rating, and at the sale "guest" mentioned, brand new garbage trucks, and everything else the DPW owned, were auctioned for pennies on the dollar. We have been slowly digging ourselves out of the hole ever since. The council hasn't seemed to notice how serious the situation is, and keeps funneling dollars into pet projects. (Thank goodness our bond rating is toast because we could be paying for their lack of fiscal responsibility for years to come.)

guest: There are plenty of people on the North end who saw the contractor salting all over Detroit. Marty Ladd's claim that they only missed one street is just plain wrong. Not saying that I agree with the termination - I'm in the mood to save money so that we can begin replacing our disintegrated roads.

Marty Ladd and Bill Cooper don't have control of anything. When they say something was "authorized" by Marty Ladd, they mean that his signature was stamped on the invoice, no work orders. I looked at detailed invoices from a dozen contractors last summer, and Platinum Landscaping was the only company that had work orders and photos of their work attached to every bill.

From what I understand, work orders are not required for normal maintence of a city. I've been to council meetings in other cities, Royal Oak, Ferndale just to name a couple, and not every invoice has a work order. Also I have never heard of anyone taking pictures of the work they have completed. For what reason? If they are requested, sure.
I agree there needs to be more control.

Do these other cities run their DPWs primarily with contractors? How do they prevent fraudulent invoicing and unnecessary work by contractors? I wouldn't expect Rizzo to have work orders for garbage, but shouldn't CPI have work orders for every repair?

In Platinum's case, they document their work thoroughly because people like Alan Shulgon and allam take issue with their bills without considering that the DPW ordered all the work performed, and even knew what it would cost in advance.

As far as Platinum, I don't want to bad talk anyone or bash anyone but there have been problems with them before.
I don't think they should be doing any work for the city. And I also believe they should be investigated of having unethical ties with certain city council members. Thats why I think Channel 7 should be called to investigate.

Second, any sane person will realize that steve shaya (Former DPW) is the acutal person behind Platinum, even though he claims otherwise.

Third: Mr. Shaya has a very shadowy character as evident..from the voter's guide ".... Convicted of a felony in a civil case after a partner in a private construction deal misused his license; successfully petitioned to have the
conviction expunged. Removed from his job as DPW Superintendent due to the conviction and an accusation by former police officer Dennis Whittie that city employees worked on his rental property during business hours..."
why would such a person has a business to do with the city, even as an employee.
Is this the type of people we want the city contracts going to?

Although we here in Michigan did not experience many major snowfall until this past week, we did have some. Not once did I see an Independent truck!

You might say...."Oh, well you just weren't around to see them" Regardless, the streets were appalling. I would have had better luck driving at the Joe.

Last year, I never experienced that! And of course they were out in full force this time, they're trying to make themselves look good after a half of winter of blunder. (Mind you, only after they had been terminated!)

I don't know about the rest of you, but it sounds to me like guest is a worker or something for Independent.

Personally, I really don't care who does the job, as long as the city got the best deal and (most importantly) the job is being done in a timely and correct fashion. Independent failed at even doing the job! So, why not bring in the old, reliable guys. I would love DPW back, they did all the jobs better than anyone! But that's not gonna happen, at least anytime soon. We gotta make the best of what we got.

First off let me say, I am not asociated with Independant at all, in any way. I am not defending anyone. All I can say is when I was out, very early in the morning, streets were all clear.
And I could care less on who does the job also, I'm just saying if we fire them now, the city will be sued, as has been done numerous times before.
You just can't get rid of them, contracts are very specific.
And the other point is I am againest the city doing any business with Platinum, for many reasons. The city has been screwed numerous times by them also. How much does it take for the council to see this? This all sits in there lap, they are responsible to the taxpayers for who they spend city money on.

I would like to know which insurance company would insure Platinum when they weren't even incorporated or registered to do business in the state of Michigan. The city council needs to remember that they are dealing with a private bid situation, this is taxpaying dollars in their hands here. The company who has been doing the work this year has done a great job compared to recent years. Last week, myself and all of my neighbors were talking about good it looked in a short time. It is clear that the famous Steve Shaya has members of city council in his pocket. I wonder what the US government would think of that

Yes Mr. Steve S. Platinum has billed the city for numerous overtime and unexplained invoices over the last 4 years. If you would like proof, file a Freedom Of Information act and get copies of invoices like I did and you will see.
Also, I believe Mr. Shaya was running for city council this past year and at the same time negotiating a contract with the city for snowplowing services. Isn't this a conflict of interest? unethical? And possibly illegal under State Of Michigan campaign laws. Also you say that Mr. Shaya has numerous friends, including city council members. Thats fine, but you can't use them to influence decisions. This is the exact same thing happening in Detroit with Sam Riddle, and Mr. Kilpatrick. I think Mr. Shaya needs to tread lightly and not be so arrogant. Maybe when Channel 7 investigators and Steve Wilson get involved he will change his attitude a little.

Isn't it amazing how quick someone is to place blame and slander someone. I know that Mr Shaya is an employee of Platium and doen't make any of the business decisions yet someone can make unarranted statements. Also about having politicans in his pockets. Someone should take a good look AT ALL the politicans sitting on the city council before they make statements like that. In other words people who live in glass houses shouldn't throw stones. Only in Hamtramck is it a crime to be friends with the wrong side of the slate.

all have different signatures for "Omar Nakash".

2.Do you own any shares in Platinum?

3. How come Platinum articles of Incorporations are NOT SIGNED?


4.Was it a coincidence that Platinum landscape was established right after you were fired s DPW director?

5-All the addresses in the papers are for P.O boxes, the only physical address you have listed is 8422 Joseph Campau(where you keep the trucks), is this business licensed by do you pay you fair share of the city taxes?
