SECTION I: PUBLIC HEARINGS--Public hearings on matters previously scheduled and noticed.

SECTION II: UNFINISHED BUSINESS--Ordinances scheduled for second reading and ordinances or resolutions previously postponed.

1. AN ORDINANCE ESTABLISHING A CONFLICTS OF INTEREST AND CODE OF ETHICS POLICY FOR THE CITY OF HAMTRAMCK In accordance with the Hamtramck City Charter, the city manager and city attorney prepared and submitted on April 11, 2006 a code of ethics and conflicts of interest ordinance which is not in conflict with MCL 15.321, et seq. The charter says the ordinance shall include, but not be limited to: acting in an official capacity in matters in which the officer has a private financial interest clearly separate from that of the general public; the acceptance of gifts and other things of value; acting in a private capacity on matters dealt with as a public official; the use of confidential information; and the appearance of city officers before other city agencies on behalf of private interests. This ordinance shall provide for reasonable public disclosure of finances by elected officials. Last considered February 13, 2007. Reconsideration requested by councilmember Zwolak.

SECTION III: NEW BUSINESS--Ordinance introductions and resolutions for initial consideration.

1. RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT WITH HIGHWAY MAINTENANCE AND CONSTRUCTION COMPANY FOR PAVEMENT MAINTENANCE OF STREETS AND ALLEYS IN DESIGNATED AREAS Services would be provided at the following costs: milling and shaping--$0.83 per square yard, overband crack sealing at $1.60 per pound, micro slurry seal at $1.75 per square yard, single-chip seal at $1.30 per square yard, double-chip seal at $3.163 per square yard, and sweeping at $0.12 per square yard. The total cost for the scheduled streets and alleys is $273,430.03.

2. RESOLUTION CREATING SEVEN SCHOOL CROSSING GUARD POSITIONS FOR 26 WEEKS AT THE REQUEST OF THE SAFE ROUTES TO SCHOOL COLLABORATIVE Amends the budget and appropriates $11,000 from the 2007-08 general fund budget for equipment, training, and a stipend of $50 a week for seven crossing guards. Placed on the agenda by councilmember Klein.

3. RESOLUTION ABSOLVING COUNCILMEMBER SHAHAB AHMED OF ANY WRONGDOING Accusations were made at the June 12, 2007 meeting that there was possible wrongdoing by councilmember Ahmed; these accusations were investigated by the city attorney. Placed on the agenda by councilmember Klein.

4. RESOLUTION REQUESTING DRAFTING OF AN ORDINANCE REGULATING
DUMPSTERS Directs the preparation of an ordinance covering the placement, marking, and licensing of dumpsters placed upon streets, alleys and public property. Placed on the agenda by councilmember Zowlak.

5. RESOLUTION EXTENDING AN APOLOGY TO THE HAMTRAMCK SCHOOL BOARD
Extending an apology to the Hamtramck School Board for the way the city council terminated the lease with the board and the recreation department and the city at Veterans’ Memorial Park. Placed on the agenda by councilmember Zowlak.

6. RESOLUTION REQUESTING AN APOLOGY FROM CITY COUNCILMEMBERS FOR
STATEMENTS AGAINST ANOTHER COUNCILMEMBER Requesting an apology from councilmembers for statements against another councilmember because of a request made to replace a city stop sign at a pedestrian crossing. Placed on the agenda by councilmember Zwolak.

SECTION IV: CONSENT AGENDA
The following items will be adopted on a single motion without discussion unless a councilmember
requests separate consideration.

b. Hamtramck Historical Commission--April 25, May 15, and May 30, 2007

3. Fund warrant list and payroll. Backup materials for all bills listed for payment are available in
the controller's office.

4. Payment of outstanding bills to Highway Maintenance and Construction Company

5. Correspondence
a. Appointment by Mayor Majewski of Megan Slappey of 5008 Belmont to the Hamtramck
Human Relations Commission for a term expiring July 1, 2010.
b. Appointment by Mayor Majewski of Dahan Alnajjar of 8559 Joseph Campau to the
Hamtramck Human Relations Commission for a term expiring July 1, 2010.

6. RESOLUTION ACKNOWLEDGING RECEIPT OF AND APPROVING THE DETROIT
AREA AGENCY ON AGING ANNUAL IMPLEMENTATION PLAN FOR FISCAL YEAR
2008 The plan calls for a $7,459,400 budget for home care assistance, home-delivered meals,
medication management, respite care, adult day care, congregate meals, legal assistance and
senior center staffing for Region 1-A, which includes Detroit, the five Grosse Pointes, Hamtramck, Harper Woods and Highland Park.

7. RESOLUTION APPROVING AN AMENDMENT TO AN AGREEMENT WITH JAMES
DOYLE Extends the employment agreement with James Doyle.

8. RESOLUTION AUTHORIZING EXECUTION OF A SERVICE AGREEMENT WITH
HEXAGRAM, INC. The firm will supply updates and enhancements to STAR® System Hexagram Developed Software as and when released for the water meter reading system.

9. RESOLUTION CANCELING THE JULY 24, 2007 CITY COUNCIL MEETING The city manager, mayor and some city councilmembers have indicated that they will be unavailable on July 24, 2007. The meeting would be canceled and the next meeting held August 14, 2007 unless
a special meeting is called.

SECTION V: OTHER ITEMS

Oh my god. I wish I could attend this meeting, but I'm meeting a friend for dinner in Royal Oak at 7:30 to celebrate her birthday. I really should be beyond surprise at this point, but those agenda items still managed to make my jaw drop.

I wonder if in the report from the Fire Dept. the SCAB Chief reported that he got into a drunken brawl with TJ(Jankowski) in the Fire Dept.kitchen a while back?( Old news! Oh you didn't know that!!!)
Or maybe he reported that he really is pissed that the UNION would do a FOIA on his cell phone records. He even stated that it will ruin his life or something to that effect...Now how could the release of cell phone records ruin someones life....HHHMMMMMMMM!!!

I like the idea requiring some accountability for the things that are written. Forcing users to register a name, E-mail address and use the terms of service are all good steps. I believe in free speech but there are limits. If you stand behind your comments you should not be afraid of ownership. In the end it's up to Steve and Hillary to enforce the rules of use for everyone. Freedom doesn't come free!!!!!

Lawrence: We prefer to keep comments open for random visitors who want to leave just one. No one posting here should think that they are anonymous or post anything anonymously that they wouldn't post under their own name. I can understand if people don't want their names to be found on search engines or don't want their employers to know it's them. Posting with your own name does lend credibility to your comments though.

In Hamtramck everybody knows everybody. So, to post a comment or facts about someone or something. It should be up to the person writing in if they want their identity known. Certian people can't take critisizm. I sure don't want to walk around with a target on my back.
